James S. Hogg was the first native-born Governor of Texas. In 1873, Hogg was a journalist and studied law before being named Justice of the Peace at Quitman, Texas. He was elected state Attorney General in 1886 with the platform of railroad regulation reform. He served as Governor from 1891 to 1895. During his term he pushed for the creation of the Texas Railroad Commission to help regulate the railroads.
